How do I config the server to do: When users loging to domain at the clients, open IE which open the default homepage, another users can't change default homepage and all features of the Internet Option.
The server: install DNS to manage all account, and Kerio to manage Internet Access.
Requires: don't config at the client computers.

easy, use group policy and set the home page for IE. This setting will go out to all the users and you can even make it so that they cannot change it.
