Could this not be done to all gang members of anyone found to be supporting gang culture in any way, to crack dealers, football thugs and any chavs who get violent on alcohol.
Ie any display of bullying, or machio preditory thinking for the feeling of pleasure from dominance?

First, there's nothing stopping them from getting others to do their dirty work for them.
Besides, if you were really interested in solving this problem, you'd have a look at its causes -- lack of alternatives, for example.

There are a lot of former gang members who positively contribute to society -- including working with current gang members and those likeliest to become gang members, to convince them to not go that route.

I think are way too many questions that first will need to be answered. And a chip in the brain isn't all that good, because opening the brain is always a risky situation.
It would be good if the chip could make you feel EXACTLY the same pain that you had chosen for your own victim. Like if you stab someone, then you felt the stabbing pain in your own body, and so on.....
I think the "Chip" was an exaggerated way of showing a conscience. Either you have one or you do not. Most of the former gang members and other rehabilitated criminals, who decide to devote their lives to helping youth, or others, have become Christians while either in prison, or during another crisis in their lives.
More people should think about how they would feel if the act you are performing, or are about to perform, on someone else, were performed on you.
Quit blaming society for your shortcomings.
